Floating Watchtower is a Building that expands Territory near water tiles.

Floating Watchtowers are created via 2 methods:
1) A Floating Watchtower expedition is started at a Harbour or Large Harbour, similar to Harbour Expeditions.
(See image below) After the Expedition Resources have been collected, assign a Boat to the Expedition, and then choose the location for the Floating Watchtower to be built.
This can allow the player to expand visible territory, similar to a Harbour Expedition.
2) A Floating Watchtower can be placed in visible territory (owned or unowned) and then assigned as a stop on a Boat's route.
The Planks required for construction will then be transported to the Floating Watchtower by that Boat.
