Bridges are build by Builderbots? at the Construction Yard.
The planned bridge is placed by the player using the Road Bridge Menu

Roads and Paths may be built on top of completed bridges
Road Bridges can span water, but boats need clearance to sail under.
Road Bridges can span Train Tacks , but Trains need clearance to travel under.
Road Bridges can span other roads, but need clearance to travel under.
3 types of Bridges can be built.
