Why do my bots have red exclamations above their head?
This means a carrybot is blocked from placing the resource they're carrying at a road post because the road post is full.
I've run out of stone and can't expand to find more!
Even after you've upgraded to Level 2 Watchtower you are still able to build Level 1 Watchtowers which do not require stone. You can switch the level of the building you're placing using the tabs at the top of the construction panel:
